In the systematic arrangement, providing suggestions is the most basic, targeted and keen to ordinary people＇ s pattern for deputies to perform their duty. In practice, through providing suggestions, people＇s congress gain representativeness. By deputies＇ providing suggestions, the people＇s congress becomes the bridge to connect people and government.
