我国户籍制度改革现状及策略分析

随着中国特色社会主义政治与经济体制改革的不断推行,现行户籍制度由于束缚了城市化发展的步伐,阻碍了人力资源的优化配置和地区间的合理流动。因此,改革现行户籍制度,已成为迫在眉睫的问题。从浅层意义上看,户籍制度改革的是一个户口问题,是户口准入和居住准入的问题,但实际上问题的关键并不在于公民能否进入,而是在于进入后能否获得同等的待遇,是附着在户口背后的一系列不平等的、对农民的歧视性政策问题,更是关乎自由迁徙等一系列基本公民权利的问题。本文试选择国内几个典型的城市户籍制度改革方式进行分析探讨,归纳总结其存在的问题和实施难点,提出行之有效的改革策略,以期对我国户籍制度改革提供理论上的参考。

With the implementation of socialist political and economic reform with Chinese characteristics, the existing household registration system has shackled the pace of urbanization, hindered the allocation of human resources and reasonable flow among regions.Therefore, the reform of the existing household registration system has become an urgent problem.Judging from the shallow sense, the reform of household registration system is an account problem, the problem of the account access and access to live, but in fact the key issue is not whether citizens can enter, but rather the ability to obtain the same treatment after entering, which is a sedes of unequal problems of discriminatory policies to farmers attached to the back, and even a series of basic civil rights in relation to freedom of movement.This paper tales to select a few typical domestic reform ways of urban household registration system to explore, analyze and summarize the problems and difficulties in the implementation, and make effective reform strategy to provide a theoretical reference to China＇ s reform of the household registration system.
