构建以公众安全与满意为导向的警务模式——以广西钦州市为例

Building up a Policing Model Oriented to Meet the Safety and Satisfaction of the Public--Taking Qinzhou of Guangxi as an example

以公众的安全与满意来决定警务改革的方向,是中国警务发展的必然趋势。而近年来广西钦州市公众安全感偏低是客观事实,主要是刑事案件多发而破案率不高、治安案件频发和矛盾纠纷增多而解决难度加大、基层警力不足和涉黄赌毒问题比较突出等导致。因此,构建以民意为导向的新型警务模式,必须完善公共服务机制和法律法规、创新有效的预防机制和化解社会矛盾机制、营造和谐的警民文化氛围等。

It is an inevitable trend that the development of China＇s policing reform will be directed by the safety and satisfaction of the public. However in recent years the objective fact is that the safety feeling of the public is low in Qinzhou of Guangxi. Such feelings, in the author＇s mind, is mainly brought about by the present social problems such as criminal cases are on the rise but detection rate is low; security cases and conflicts occur frequently but it is getting tougher to make a solution; grass-root police forces are insufficient and problems triggered by pornography, gambling and drug-addiction become serious. Therefore, in order to promote policing work towards a public-opinion-oriented model, we must perfect the public service mechanism and laws and regulations, create an effective prevention mechanism and a mechanism which can effectively solve social conflicts, and develop a harmonious cultural environment between the police and the civilians.
