孙子“势”域中的群体性事件现场控制

Field Control over Group Events in the Light of the Concept of“Momentum”Domain Proposed by Sun Zi

孙子"势"论是其军事思想的重要组成部分之一。孙子"势"论在具体的作战中表现为将帅运用主客观条件所造成的态势和敌我力量对比。处置群体性事件具有政治要求高,敏感性强等特点。孙子"势"论可以作为群体性事件现场控制谋略的来源,使警方更加有效地进行力量配置和认识群体性事件现场控制要素。公安机关在群体性事件现场控制过程中,要善于从多维角度认知现场,在重视战机的巨大作用和示"形"造"势"的同时,还要善于超"势"。

The Concept ＂Momentum＂ is one of the important parts of Sun Zi＇s military thought, which refers to situations and balance of both-side forces forged by the commander in chief in favor of his side through the use of subjective and objective conditions. The handling of group events has the features of being high political- minded and strong sensitivity. In this paper, the author proposes the Concept ＂Momentum＂ of Sun Zi can be drawn in the use of tactics in the control of on-site group events to help police effectively allocate forces and comprehend on-site control elements. Besides, in the process of field control, the public security organs should look into the field situation from multidimensional angles and dare to go beyond ＂Momentum＂ while having a high alert to the tremendous roles of combat opportunities, demonstrating situations and creating ＂Momentum＂.
