Management and Privacy Protection of Electronic Health Record in a Two-way Referral Service

双向转诊是当前医疗改革解决"看病难、看病贵"的重要措施之一,居民电子健康档案替代纸质档案在双向转诊中可以有效利用时间、空间,提高工作效率和质量,但随之带来电子档案在双向转诊过程中信息管理和隐私保护问题。本文通过回顾、分析国内外电子健康档案管理和隐私保护的现状和问题,总结加强居民电子健康档案管理和隐私保护的对策,为推进居民电子健康档案在双向转诊中的标准、规范提供一定的借鉴。

Two-way referral is currently one of the important measures to solve the problem of inadequate and overly expensive medical service. EHR in two-way referral service can effectively improve efficiency and quality. However, it may cause the issue of management and privacy protection of electronic health record. This paper summarized and analyzed the current situation and problems of management and privacy protection of EHR for its successful establishment of standardization and normalization.
