以水资源的合理置配和高效利用为原则，分析了用山区下坂地水库替代部分平原水库的可行性。在水资源综合利用约束下，以合理置配水资源为目标，对山区水库与保留的平原水库联合调节，可确保叶尔羌河流域经济发展与生态建设以及塔里木河生态环境保护目标实现。

Aiming at the reasonable water resources allocation and efficient utilization, the feasibility of Xiabandi Reservoir in mountain area to substute some plain reservoirs are analyzed. Under the restriction of reasonable utilization of water resources and aiming at rational allocation, the integrated operation of reservoirs both in mountain region and on plain area are conducted, which may ensure the realization of economic development and ecological construction, and to ensure the ecological environmental protection target of the tarim river basin.
