基于3T理论,从人才、科技和宽容等三个方面对长沙创意产业竞争力形成机理进行分析后提出,人才在长沙创意产业发展中起到了非常突出的作用,而强有力的科技支撑、博采众长、融合开放的思维理念和较高宽容度的文化环境也为长沙创意产业崛起起到了关键性的作用。最后,针对长沙创意产业发展的优势和问题,从政府引导、政策支持、科技支撑和人才培养等方面有针对性的给出了创意产业竞争力发展的策略。

Along with the economic globalization trend, the development of knowledge economy has become the important feature of the new era of economic development. Under the background of knowledge economy, the creative industries in changsha has become an increasingly important position and role in the development of national economy as a new industry .This article is based on cultural creative industry cluster development 3T theoretical basis, from three aspects, such as Talent, Technology, and Tolerance of cul^tral creative industry cluster, the formation mechanism has carried on the thorough analysis, the paper thinks that talents to the development of cultural creative industry in Changsha is very prominent role, and strong support of science and technology; Eclecticism, fusion open thinking concept and high tolerance of cultural environment for Changsha culture rise of creative industry has played a key role. Finally, according to Changsha has the advantage of cultural creative industry development and existing problems, this article put forward reasonable Suggestions for the future development planning from the government guidance, policy support, technology support and personnel training and so on several aspects.
