准确界定腐败和科学测量腐败是建立完善的惩治预防腐败体系的两个基本任务。在民众越来越关注腐败,党和政府下大力气惩防腐败的背景下,准确界定腐败和科学测量腐败显得更加突出和有必要。在借鉴其他国家从一般意义上界定腐败的同时,我们应综合考虑我国政治、经济、文化、社会因素,做出能够准确反映我国实际情况的界定。在测量腐败方面,坚持主观测量和客观测量相结合,以权威机构发布的相关报告为最低值,以民众的感知程度为最高值,这有利于相对准确地把握我国目前的腐败程度。

The two tasks are more and more prominent and necessary when people are paying more attention to corruption. The Party and Government are punishing and preventing corruption strong- ly. On the aspect of definition, it is necessary to put the political, economic, cultural and social factors into consideration on the basis of drawing other countries＇experience. On the aspect of measurement, it is necessary to combine the objec- tive and subjective measures, putting the authorityg relevant reports as the lowest and the public perception index as the highest. It is conducive to grasp the level of corruption relatively accurately in China.
