摘要
本文对北京市碳排放权交易市场建设及进展从政策法规、总量目标与覆盖范围、配额分配及交易等方面进行了概括总结,分析了北京市碳市场的特点和建设过程中面临的主要挑战,并提出了相关建议。
This paper summarizes the construction and progress of ETS in Beijing pilot,including：policy and regulation,cap and coverage,allowances allocation,trading and other technical aspects.And then it analyses the characteristics and major challenges of this ETS pilot.At the end,it gives some suggestions.
