Discussion on the Public Participation in the Environmental Impact Assessment

公共参与是环境影响评价中的重要内容,随着可持续发展战略日益深入社会经济生活的各个方面,在环评中的作用越来远大。本文从提高环境影响中公共参与有效性的角度着手,通过对国外制度的介绍和相关理论的基础理论的研究,在综述我国公共参与的方法、类型、程序的基础上,对我国目前环境保护公众参与所存在的问题进行了分析,并提出了提高环境影响评价中公共参与有效性的具体措施,以使环境影响评价更好地发挥其有效作用,同时更有利于环境管理。

Public participation in environmental impact assessment was an important content , with sustainable development strategies deeping in all aspects of social and economic life .The role of the EIA was increasingly ambitious . To improve the perspective of the effectiveness of public participation in the environmental impact as the start , by introducing the study of foreign systems and theories related theories , basic methods of public participation in the review , the type of program on environmental protection of China＇s current public involved in the problems were analyzed and presented to improve public participation in environmental impact assessment of the effectiveness of specific measures to make environmental impact assessment to play its role effectively and more conducive to environmental management .
