延迟接受算法的改进及在准公共产品分配领域的应用——以北京市保障性住房配给为例

Improvement of Deferred Acceptance Algorithm and Its Application on Quasi-public Product ——Taking Beijing City Affordable Housing Allocation as an Example

本文对Shapley和Roth提出的双向匹配延迟接受算法进行了改进,提出二阶段延迟接受算法。在分析北京市保障性住房分配现状的基础上,重新设计了北京市保障房分配机制,并讨论了市场合并的经济效率及其对社会福利最大化的影响,得出市场合并有助于经济效率提高及社会福利最大化的帕累托改进的结论。本结论不仅限于保障房分配机制设计,对医疗、教育等其他准公共产品分配同样具有借鉴意义。

The paper proposed the two-stage deferred acceptance algorithm based on the hi-directional matching deferred acceptance algorithm proposed by Shapley and Koth. It redesigned the Beijing＇s low-income housing distribution mechanism, discussed the market＇s economic efficiency,its impact on the social welfare maximization, and the Pareto improvement of social welfare. This conclusion is not only limited to the design of the low-income housing distribution mechanism but also has the reference significance for health,education and other public product distribution.
