基于AHP和Matrix的开发园区用地评判与产业挂钩对策——兼以滁州市域13个省级及以上开发区实证

摘要 中国开发园区建设正处于快速推进阶段,但同时存在空间开发秩序混乱,土地利用粗放、土地生态环境降低等问题,制约园区扩区升级及未来产业发展。在此,综合运用AHP、多因子加权分析法及Matrix互斥矩阵等模型算法,以滁州市域13个省级及以上开发园区为实证,分维评价各开发园的适宜性与集约性,综合评价并划分为挖潜开发型、限制开发型、拓展开发型、重点开发型、过渡开发型等5种开发类型,分区提出土地利用空间开发策略及产业布局发展对策,为开发园区未来制定土地利用与产业发展政策提供参考。 China development zone construction is in a stage of rapid advance. But there are some prob-lems of absence space development order,extensive land use,reducement land ecological environment at the same time. That will restrict zone expansion upgrade and industry development in the future. As case of 13 development zones at the provincial level and above in chuzhou district. Integrating use of AHP,weight-ed factor analysis method and Matrix muter,fractal dimension evaluate the suitability and intensive of devel-opment zones,comprehensive evaluate and divide into potential development,limit development,expand devel-opment,key development,transitional development. Parity put forward land use space development counter-measure and industry layout development strategy,to provide the reference of compiling land use and indus-trial development policy for the development zone in the future.
