摘要
通过对国内外绩效考核分析研究,针对国内绩效考核存在的考核"公益性"体现不足、没有统一明确的考核标准,指标设计缺乏科学性、对绩效考核认识不正确、考核信息缺乏专门的机构和系统等问题,提出政府在政策上提供配套支持、完善岗位设置,建立科学合理的考核指标体系、将绩效考核融入医院文化,提高对绩效考核的认识、成立专门的考核机构,建立绩效考核信息系统等措施,为公立医院实现其公益性职能提供参考。
Analyzes and studies on current performance assessment in our country and abroad. Aim at theproblem of what is shortage of public welfare, of one clear assessment standard and specialized organization andsystem, incorrect cognition to performance assessment. It puts forward that government should give supporting onpolicy, perfect the post settings and establish a scientific and reasonable assessment index system. Hospitalsshould integrate performance assessment into hospitals’ culture. Improve the understanding to performanceassessment. Establishes specialized assessment organization and information system so as to provide the referencefor public hospitals to achieve theirs public welfare function.
