东北亚国家区域合作战略走向与中国的战略选择(笔谈)

The Trend of Northeast Asian Regional Cooperation Strategy and China's Strategic Choice

实施自由贸易区战略和开展与周边国家区域合作,是我国扩大对外开放总体战略的重要组成部分。东北亚地区对我国具有极为重要的地缘政治与经济利益,同时也是我国实施自由贸易区战略和开展区域开发合作的重点地区。然而,受各种历史遗留问题与现实矛盾的制约,东北亚区域合作一直没有取得突破性进展。近一段时期,东北亚区域合作既出现了一些前所未有的新机遇,同时原有的制约东北亚区域合作深入发展的一些因素也在不断强化。为此,非常有必要对东北亚国家区域合作战略走向展开前瞻性分析,并在此基础上进一步探讨我国推动东北亚区域合作的战略和路径。2014年4月5日,吉林大学东北亚研究院召开"东北亚区域合作新形势与中国的战略选择"专题研讨会,部分长期从事东北亚区域经济问题研究并且近期承担相关国家、教育部以及吉林省相关研究项目的课题负责人,报告了自己的最新研究成果,并进行了热烈的讨论。本刊对与会专家发表的观点进行梳理和整理,并经各位专家的修改和确认,在此辑要发表,以期推动东北亚区域合作问题的学术研究,并为国家及有关部门制定相关政策提供有益的参考。

Editor's Note:The implementation of the FTA strategy and cooperation with neighboring countries in the regionis an important part of China's expansion of the overall strategy of opening up. Northeast Asia is extremely important to Chinadue to geopolitical and economic interests. So it iscritical for us to implement FTA strategy and regional cooperation. However,due to various historical issues and practical constraints,cooperation in Northeast Asia has not been broken through. In the recent period,there have been some new and unprecedented opportunitiesin Northeast Asia,but a number oforiginal constraints havealso been strengthened. Thereby,it is of great necessityto make a prospective analysis about regional cooperation strategies so as to explore the path to promote strategic cooperation in Northeast Asia.'Northeast Asian Cooperation in the New Situation and China's Strategic Choice'seminar was held in Northeast Asia Research Institute of Jilin University onApril 5,2014.Some heads of the research projects which are related to the political and economic problemsin Northeast Asiareported their latest research results,and made a lively discussion. Our publication has sorted out the views of experts,and we are going to publish the articles in order to promote academic cooperation in Northeast Asiaand provide useful referencesfor policy-making of relevant agencies.
