中俄能源合作:进展、动因及影响

Sino-Russian Energy Cooperation:Development,Motivation,and Effect

普京执政以来,中俄能源合作呈现快速发展的态势。中俄能源合作发展的动因主要体现在四个方面:一是两国要素需求的互补性是两国能源合作的基础;二是中俄之间的政治互信与经贸合作机制是能源合作的保障;三是地理位置毗邻是中俄能源合作的刚性优势;四是中俄能源合作是两国经济利益诉求的基本体现。乌克兰变局后,国际社会更加关注中俄能源合作的走势及其影响。未来10年,中俄能源合作保持发展是基本态势。从经济基础、政治利益以及区位优势等因素看,中俄能源合作是互利双赢的选择,中国政府和企业更需思考如何深化中俄能源合作的形式与合作模式。

After President Putin came into office,Sino-Russian energy cooperation developed rapidly. The main motivations can be reflected in the following four aspects:First,complementary elements demand is the base of Sino-Russian energy cooperation;Second,political mutual trust and economic and trade cooperation mechanism are the guarantees;Third,geographical adjacency is the rigid advantage;Four,energy cooperation is the basic reflection of economic benefit demands of the two countries. After Ukraine crisis,international society pays more attention on the development trend and effect of Sino-Russian energy cooperation. This paper concludes that Sino-Russian energy cooperation would continue to develop rapidly. According to economic foundation,political interest and regional advantage,Sino-Russian energy cooperation is a win-win choice. Chinese government and enterprises need to consider how to deepen cooperation forms and models.
