我国应急物流体系存在的主要问题与优化建议

Research on the Optimization of Emergency Logistics System in China

应急物流是做好突发事件处置、减少人民群众生命财产损失的重要保障,应急物流体系完善与发达的程度,直接影响并决定着政府对突发事件的处置和应对能力。自2003年开始,我国应急物流体系开始逐步建立,并且经过十多年的发展,已经取得了一定的成绩,但总体而言,我国应急物流体系建设严重滞后,仍然存在许多问题,如应急物流信息化程度较低,应急物流交通保障能力不足,应急物流配送体系有待健全,应急物资储备不够合理,应急物流有关法律规范缺失等。为更好地优化我国应急物流体系建设,应主动借鉴国外先进经验,通过政府主导、社会参与、全民支持的应急物流管理模式,运用市场化手段,积极推进应急物流信息化建设,完善应急物流交通运输体系,加强应急物资配送保障,优化应急物资储备系统,健全应急物流法律保障机制,逐步构建起符合当前国情的快速高效的应急物流体系,为建设和谐社会提供必要的保障和支持。

With continuous development of the economic and social in China,emergencies’frequency and intensity is increasing dramatically,which will bring great loss of people's life and property safety. As an important part of emergency management,the perfect and developed degree of emergency logistics directly affects and decides the government’s capacity of emergency disposal and response. In recent years,there are some problems in the emergency logistics system,such as low traffic support capability,unreasonable distribution system and material reserves system,low informatization level,imperfect legal system,and so on. Based on these,this paper puts forward the policy recommendations to optimize the emergency logistics system in our country.
