基于农村二元金融结构下金融资源有效配置机制研究

Research on Efficient Allocation of Financial Source based on Rural Dual Financial Structure

金融资源的有效配置是决定经济增长速度的一个非常重要的因素。目前,我国农村金融体系呈现出二元结构状态,农村经济面临着二元金融结构的双重约束和交叉影响,表现为内、外生金融机构之间脱节,农村金融资源呈现由农村流向城市的"逆向配置"的问题,造成资金供需不均衡,有效供给严重不足。深入分析农村二元金融结构的生成机制和外部表现,提出构建农村内、外生金融融合机制,化解内、外生金融机制双重约束,促进农村金融资源有效配置,保障农村经济社会持续、稳定、和谐发展。

Efficient allocation of financial source is a very important element which determined the speed of economic growth rate. Currently, the rural financial system showed out the dual structure, the rural economic faced the double bind and cross influence of dual financial structure which performed as dissociation between endogenous and exogenous financial structure, imbalance of capital supply and demand causing by reverse configuration from rural to urban of rural financial source. By deep analyz-ing the generation mechanism and external performance of rural dual financial structure, the author sug-gested to build the rural endogenous and exogenous financial fusion mechanism to dissolve the double constraint of endogenous and exogenous financial mechanism, promote the efficient allocation of finan-cial source to ensure the sustained, stable and harmonious development of rural economic society.
