当“社区参与”遭遇行政路径依赖——以G省世界银行贷款项目为例

Community Participation's Confrontation with Administrative Dependence: Taking WBD Project in G Province as an Example

社区参与是国际援助机构实现核心目标的根本途径,同时也是欠发达国家和地区解决发展中诸多问题的有效工具。基于世界银行贷款项目的实地调研,对社区参与的价值取向和目标在实践中逐渐偏离的动态过程进行分析表明,当前社区参与出现目标群体逐渐失语、基层政权逐渐走向权力中心、其他相关群体逐渐"离席"的现象,进而深入探讨了行政路径依赖的发生逻辑。研究从学术和理论批判中寻找政策出口,提出政府主动推动社会主体性成长的突破路径。

Community participation is an effective way for international aid organizations to realize their generalgoal, and is also helpful for underdeveloped countries and areas in solving their problems during development.Based on the field work of WBG loan projects, we conducted a dynamic analysis on the value-orientation of com-munity participation and deviation of the objective in practice. During the process, target people lose their say,basic level politics become centralized and other related people gradually lose their seats. On the basis of the a-bove analysis, the study further discussed the mechanism of administrative dependence. The research, thoughacademic and theoretically critical, attempted to offer policy solutions to propose a breakthrough path for govern-ment to promote the progress of social subjectivity.
