西部地区城镇化进程中新型农村社区建设现状、困境与出路——以陕西省Z镇幸福社区为例

Present Situation,Predicament and Way-out of New Rural Communities Construction in Urbanization of Western China:Taking Xingfu Community at Z Town in Shanxi Province as an Example

新型农村社区建设对于推进西部地区农村城镇化有着重大意义。然而,大多数西部地区新型农村社区建设是由政府单向度地推动和主导,尽管在短期内呈现出显著的发展态势,但是从社区长远发展来看,却面临着诸如新型农村社区治理主体缺失,农户贫富分化影响社区建设进程,社区内农户社会交往"内倾化",社区融合遭遇阻力以及旧村土地资源闲置等困境。通过对陕西省Z镇幸福社区的实地调查与深度分析,文章认为,鼓励社区农户充分参与公共事务,推动农户经济可持续发展,重构新型农村社区认同以及科学利用旧村宅基地是加快西部地区农村城镇化进程的最终出路。

The construction of new rural community is of great significance in promoting the rural urbanization inwestern China. However, the current construction of the major new rural communities in western China was dom-inated by the local government, and, despite showing a significant development momentum in the short term,from the point of long-term development of the community, it is faced with much predicament： there was the lackof new community governance body, the community construction process was affected by the gap between richand poor farmers;community farmers still communicated with their familiar persons within their former village,the waste of formal village＇s land resources was still serious, among others. Based on the field survey and in-depth analysis of Xingfu Community at Z Town of Xunyi County in Shanxi Province, the article suggested that en-couraging farmers to fully participate in community public affairs, promoting the economic sustainable develop-ment of farmers, reconstructing the new rural community identity and planning to utilize the land resource of for-mal villages scientifically should be the ultimate way-out for speeding up the process of urbanization in westernrural regions
