中国与欧盟外交关系的再思考——以中欧全面战略伙伴关系为例

Rethinking of the China- EU Relationship——In the Case of the China-EU Comprehensive Strategic Partnership

冷战后的国际体系处在剧烈的转型变化过程中,中国的国家利益及对外关系也根据国际体系的变化得以调整。自2003年中欧全面战略伙伴关系建立以来,中欧关系一度发展顺利,但2006年欧盟发布的第五份对华战略文件却引发此后几年中欧关系的波折。本文试图厘清中欧关系在中国外交战略中的定位,并以中欧全面战略伙伴关系为例,深入探讨中国与欧盟外交关系中存在的现实问题,为实施更为有效的对欧盟外交政策提供参考。

In the post-cold war period,international system is enduring drastic changes,to which China adjusts its national interests,and the European Union is therefore repositioned in the Chinese foreign strate-gy.Since the establishment of the China-EU comprehensive strategic partnership in 2003,the China-EU relations had developed smoothly once.However,the year of 2006,with the EU publishing the fifth docu-ment of its China strategy marked the turning point of the EU’s strategy towards China,triggering the twists and turns of China-EU relations in the next few years.This paper tries to clarify the EU position in Chi-na’s diplomatic strategy,and study the China-EU comprehensive strategic partnership,in favor of more effective policy to deal with EU.
