摘要
贝克尔在人力资本投资理论中提出的一般培训与特殊培训概念以及在职培训模型在教师培训领域依然具有适用性。本研究以贝克尔的人力资本理论框架为基础,构建教师在职培训基本模型,并在此基础上引入政府行为,得出以下研究结论:针对于不同类型的教师培训,如完全一般培训、完全特殊培训、混合培训,收益分享与经费分担模式也应有所不同;无论对于哪种类型的教师培训,当政府承担培训费用时,对于学校和教师都存在激励效应,但不存在分配效应。
The concepts of general training and special training and the on-the-job model raised by Gary Becker inHuman Capital Theory can be applied to teachers training. This paper is to construct a basic model of teacher on-the-jobtraining , introducing government behavior based on Becker's framework. The following conclusions can be drawn: teacherstraining can be categorized into the completely general training, the completely special training, and the mixed training, andthus benefit/cost sharing is different for each type. Whatever type is, when the government undertakes the training costs,there is incentive effect for schools and teachers, but no allocation effect.
