城乡一体化进程中青岛市渔民市民化存在的问题及对策

Problems and Countermeasures of the Civilization of Fishermen in Qingdao City in the Process of Urban and Rural Integration

人的一体化是城乡一体化的关键。由于政府层面的推动力、载体层面的支撑力与渔民内部的驱动力的不足,城乡一体化进程中青岛市的渔民市民化存在着渔民居住方式转型无区分、就业方式转型欠科学、社会权利转型较缓慢和市民化能力转型难跟进等问题。针对青岛市市情和渔民群体特质,应从居住城镇化、就业非农化、权利同等化和能力城市化等方面推进适应青岛市城乡一体化特征的渔民市民化进程。

The integration of man is the key to the urban-rural integration. Owing to the lack of external impetus in the governmentlevel, the insufficient of supportive force in the carrier-level, the lack of the internal driving force from the fishermen and other reasons,there have been several problems in the civilization of fishermen in Qingdao City during the process of the urban and rural integration,such as the lack of differentiation of the transformation of residence, unscientific transformation of employment, the slow transformationof social rights and the hard following up of the transformation of civilization abilities. According to the state of the Qingdao City and thecharacteristics of the fishermen group, this article promotes the civilization of fishermen in Qingdao City during the process of the urbanand rural integration from four dimensions, which are residential urbanization, non-agricultural employment, power equalization, andability urbanization.
