The Path Selection of New Rural Community Construction in Post-Earthquake Restored Region

地震灾后重建地区的新型农村社区构建是诱致性制度变迁与强制性制度变迁的有效结合,应合理平衡两种制度变迁力量在推进这一过程中的互动与协作。在地震灾后重建地区存在着偏重物质性重建,社区规划建设偏离农村生产生活需求,社区文化和观念的转变迟滞等问题。在推进地震灾后农村新型社区构建过程中,需要建设以交互性文化认同、服务化基础建设、制度化扩权赋能为基准的内部支撑体系;同时,内外互通的制度流、资金流、人才流也会在一定程度上起到补充性支持作用,从而使雅安地震灾后重建地区的新型农村社区构建工作能够协同推进。

The new rural community construction in post-earthquake regions is an effective combination of mandatorily induced institutional transformation and imposed institutional transformation,and therefore it is nec-essary to balance the interaction and the collaboration between these two transformative institutional powers in advancing its community construction.In the course of community construction in post-earthquake region,how-ever,more emphasis has been laid on physically material reconstructions,community construction planning has deviated from the essential needs of rural production and living,and there has been hysteresis?in the transfor-mation of community culture and concept.In promoting the new rural community construction,we need to build an internal supporting system based on the collaboration of interactive cultural identity,service-oriented infra-structure,and institutionalized power expansion and ability endowment.In the meantime,the internal and ex-ternal interoperability of system flow,capital flow and talent flow,to some extent,can play a complementary role in support of the community construction,thus jointly promoting the post-earthquake rural community con-struction in Ya’an County.
