首轮新方志编修是在改革开放后特定的历史时期开始的,大多公安志在选材上存在一些问题,诸如为了溯源,历史素材过多;回避政治,当代素材略少;顾及保密,选材限制较多等。第二轮修志以来,各方面都发生了很大变化,社会在发展,政治环境相对宽松,公安工作解密的东西也越来越多,资料十分丰富。素材多了,选材是个大问题。因此,要辩证地认识第二轮公安志的内容,认真梳理公安素材,正确把握公安志选材的原则与方法,翔实反映新时期公安工作实际状况。

The compilation of the first-round new local records was initaited in a special historical period upon the reform and opening-up policy.Most public security records have some problems with contents selection,such as too many raw materials for the sake of tracing historical origin,too few contemporary raw materials to avoid politically sensitive issues,and too many limitations on contents selection for fear of security breaches.Since the start of the second-round local records compilation,there have been great changes in many aspects of life.The society is developing,political conditions became relatively relaxed,and there are more and more declassified contents related to public security work which leads to abundant reference materials.With so many raw materials around,contents selection becomes a major issue.Therefore,we should review contents of the second-round public security records in a dialectical way,run through public security raw materials carefully,correctly get to grip with the principles and methods of public security records contents selection,and reflect in detail the real condition of public security work in the new period.
