This paper analyzes the basic conditions for enterprising start-ups for scientific and technological personnel of colleges and universities in Nanjing, generalizes its primary methods, and discusses the changes of enterprising start-ups policies of colleges and universities after the implementation of ＂nine policies on science and technology＂, and brings up measures and suggestions to further motivate enterprising start-ups for scientific and technological personnel of colleges and universities.
