THE ANOMIE AND PREVENTION OF PROFESSIONAL ETHICS OF CIVIL SERVANTS

当前我国公务员职业伦理在经济、政治、组织人事、履行职责、生活作风等方面存在失范现象,其成因主要在于传统特权思想和官本位意识的消极影响、社会转型期行政管理体制的弊端、伦理法制不够健全、缺乏强有力的监督和制约机制等,需要采取增强公务员公共责任意识、推行行政管理体制改革、加强伦理立法、完善公务员职业伦理监督机制等措施来加强公务员职业伦理建设。

In current China, professional ethics of civil servants exist anomie phenomenon in economic field, political field, organization and personnel field, dereliction of duty field, the life style field, etc.. Their causes lies in the negative impact of the traditional privilege thought and officer＇s standard consciousness, shortcomings of the administrative management system during the social transformation, unsound of the legal ethics, the lack of the oversight mechanisms of supervision and restriction. We must take some measures should be taken to strengthen the construction of civil service professional ethics, such as enhancing the public duty sense of civil servants, pursuing administrative systems reform, strengthening ethics legislation, and improving the oversight mechanisms of civil service professional ethics.
