新媒体的规划公众参与和前瞻——以广州大佛寺扩建工程事件为例

PUBLIC PARTICIPATION IN PLANNING THROUGH NEW MEDIA AND ITS PROSPECTS:A CASE STUDY ON DAFO TEMPLE EXPANSION,GUANGZHOU

新媒体为我国规划公众参与带来了前所未有的机遇与挑战。本文回顾了国外的相关经验模式,以广州大佛寺扩建事件为实证,总结我国此类实践的一般特征、优势与局限,认为,我国新媒体的规划公众参与一般由专业人士引领,传统媒体助力推进;突破了传统空间的限制;信息传播从层级化转向多中心、多节点的网状结构;信息传播时间短、爆发性强。虽然新媒体促成了较高的公众参与程度,但公众受到网上舆论价值观的影响大;新媒体由于其"去空间性"的特征,无法取代传统的现场规划公众参与。结合国内外的经验教训,提出我国在新媒体形势下,规划公众参与的三个提升路径:提高参与的目标层级、实现参与方式的多元化、规范参与的程序。

New media has brought about unprecedented opportunities and challenges to China＇s public participation in planning. This paper first reviews the relevant experience of foreign countries, then takes Dafo Temple expansion of Guangzhou as a case study, and summarizes the characteristics, advantages, and limitations of such practices in China. The paper concludes that： China＇s practice is normally initiated by the professionals and boosted by the traditional media; it goes beyond the traditional spatial boundary; the hierarchical information dissemination structure is changed to a multi-center and multi-node net structure; the dissemination time is shortened with a strong explosive effect. New media increases thedegree of public participation, but the public tends to be strongly affected by online opinions. Due to the ＂de-spatial＂ feature of the new media, the public participation through new media cannot replace the traditional on-site public participation. Studying the foreign experience, the paper finally proposes three ways to improve China＇s public participation in planning through new media： to increase the level of participation, to diversify the means of participation, and to regulate the participation process.
