新疆水资源开发方式的利弊分析

Analysis of Advantages and Disadvantages of Water Resources Development Mode in Xinjiang

水资源是新疆经济发展的制约因素,是支撑新疆生态环境的基础,水资源的可持续开发利用对新疆意义重大。分析了新疆水资源开发利用现状及存在的主要问题,对新疆水资源的可持续发展利用采取的对策的利与弊进行了分析,指出依靠新疆内部挖潜、调水,做好管理、节约与保护等方面工作的同时,要注意避免或减轻可能出现的问题,以促进新疆水资源可持续利用,优化配置,合理保护,促进新疆经济社会跨越式发展。

Water resources is the restrictive factor for economic development and also the basis to support the ecological environment in Xinjiang. Sustainable development and utilization of water resources have important significance for Xinjiang. The present situation and main problems of sustainable development and utilization of water resources in Xinjiang are analyzed in this paper. The advantages and disadvantages of countermeasures are also analyzed. It is pointed out that besides relying on exploiting internal potentialities, water transfer, water management and conservation and protection, attention should also be paid to avoid or reduce the problems that may arise in order to promote the sustainable use of water resources, optimal allocation and reasonable protection to promote the leaping development of economy and society of Xinjiang.
