农民专业合作社参与公共服务对策研究——以三明市为例

Strategy for farmers' professional cooperatives participating in public services——Taking Sanming as a case

基于对福建省三明市的调查,着重就农民专业合作社参与农村公共服务、促进社会建设的成效进行分析。在此基础上,就促进农民专业合作社健康发展,发挥其参与农村公共服务、构建和谐社会的作用,提出推动农民专业合作社参与公共服务的对策建议:(1)进一步发展壮大农民专业合作社,在发展中推动其规范化建设;(2)加快转变政府职能,营造农民专业合作社参与社会公共服务的良好外部环境;(3)加强农民专业合作社的综合能力建设,充分发挥其服务与管理作用;(4)培育农村创业人才,充实农民专业合作社管理人才队伍。

Based on the survey of Sanming City, Fujian Province, this paper focuses on analysing the model and effectiveness of farmers＇ professional cooperatives participating in public services and accelerating social development. Building on the findings, this paper provides several suggestions on how to foster the healthy development of farmers＇ professional cooperatives and their functional roles in rural public services and building a harmonious society. （1 ） Promote the standardization of farmers＇ cooperatives. （2） Accelerate the service-oriented transformation of government. （3） Enhance the functions of farmers＇ cooperatives participation in social service and management. （4） Strengthen the development of farmers＇ professional cooperatives human resources.
