The 21 st century is a century of urbanization. It is necessary to reflect on city development from the aspect of eco-ethics, because it is necessary for solving urban environmental crisis, keeping sustainable urban economic development, building harmonious society and improving citizens＇ happiness. Among this process, the government should be the center and guider, entrepreneurs the focus and crux, while citizens should be the subjects and basis. While constructing city eco-ethics, we should remember the connection and difference between eco-ethics and other forms of culture and localize the ideas of eco-ethics.
