简述澳门《城市规划法》立法过程

A BRIEF INTRODUCTION TO THE LEGISLATIVE PROCESS OF THE URBAN PLANNING LAW OF MACAO

随着城市近年的高速发展,城市规划对环境、生态、文化遗产保护等的影响以及城市规划的制度化、阳光化和公众参与等议题渐渐受到澳门社会各界关注。政府遂推动《城市规划法》的立法来回应学者和业界的呼吁和社会的要求。经过多年的酝酿,法律草案终于在去年8月获立法会通过,在今年3月1日正式生效。本文将对《城市规划法》的立法过程进行阐述,并对该法的后续跟进工作提出建议。

Along with the rapid urban development in recent years,the impacts of urban planning on environment,ecology,and cultural heritage protection,as well as the institutionalization,transparency,and public participation of urban planning have gradually drawn the attention of all social sectors of Macao.So the government has carried out the legislation of the Urban Planning Law of Macao in response to the requirements of the society.After years of deliberation,the draft law was finally passed by the Council in August last year,and came into effect on March 1 this year.This paper expounds on the legislative process of the Urban Planning Law,and puts forward some suggestions for the follow-up work of the law.
