摘要
文章首先讨论了参与式社区规划出现的背景,进而分析了在参与式社区规划中规划师所扮演的角色。文章提出在参与式社区规划中,需要地区组织发挥更大的作用;专业人员或者地区组织需要读懂不同利益持份者的潜在议题(Hidden Agenda),需要帮助公众与未来展开对话;政府需要开诚布公地开放议题让公众决策,需要在规划过程中少干预、多尊重社区自主。
Based on an introduction on the background of the emergence of participatory community planning,the paper analyzes the role of planner in participatory community planning.The paper holds that in the participatory planning,the local organization needs to take more responsibilities.The professionals or local organizations need to understand the hidden agenda of various stakeholders and help the public to carry out their conversation with the future.In the meantime,the government should honestly open the agenda to the public decisions,by reducing interferences and respecting the community decisions in the planning.
