摘要
针对基层卫生机构人才短缺成为我国医改瓶颈的问题,我国建立了全科医生制度,对现有的激励机制、执业机制以及教育培训进行改革,重构了医疗体系,取得了重大的阶段性成果。但是,在当前医疗结构的语境下,仍存在优质医疗资源集中、全科医生专业化程度不高与职业发展路径不清晰等突出问题。因此,需要构建"国标省统,县管乡用"的多维联动机制,建立规范化和长效化的全科医生培养体系,提升全科医生的专业知能,以进一步完善我国全科医生培养制度。
As the talents' shortage in primary health institutions becomes the bottleneck issue of China's health care reform,a national general practitioners' system has been established to reform the existing incentive and practice mechanisms,as well as the education and training for Chinese general practitioners. As a result,the health care system has been rebuilt,and we' ve achieved a major success as of the current stage. However,in the context of the present health care structure,there are still some prominent problems. For example,quality medical resources are concentrated,general practitioners' degree of specialization is not high and their path of career development is not clear. Therefore,it is necessary to build the multi-dimensional linkage mechanism that promotes the " Unified Provincial Enrollment and Examination under National Standards,and County Hospital Management of General Practitioners Working for Rural Grassroots Medical Institutions" . And it is of significant importance to build a normalized and long-term training system in order to enhance Chinese general practitioners' professional capability and further improve the national training system for them.
