Conversion of Technological Results and Promotion of New Technology

中国石油天然气集团公司高度重视科技成果转化应用工作,加大科技投入,支持科研成果应用试验、产业化、规模推广,将科研项目从技术研发向后延伸,突出重大技术开发走入生产应用的政策导向,始终把科技成果转化为现实生产力作为科技管理工作的重点。近年来,公司出台了多项支持成果转化的配套政策;以成果的实际应用为目标,完善项目管理;强化室内和现场试验,提高成果的成熟度;创造条件促进科技成果工程化、产业化,措施得力,成效显著,新技术推广应用工作逐步走向常态化。作者针对目前成果转化与新技术推广中企业管理、员工素质、应用技术能力方面存在的问题,提出了进一步提高认识将成果转化放在突出位置、继续营造鼓励应用的政策氛围、加强市场化运作等建议。

China National Petroleum Corporation has attached great importance to conversion and application of technological results and increased investment in technological research and development to encourage pilot application, industrialization and extension of technological results. The company＇s policies efforts are focused on follow-up development of the technological research projects to highlight application of important technology in production sector. Technological management work is concentrated on conversion of technological results into production power. In recent years, the company has released a series of policies to support conversion of technological results, perfect project management for application of research results, step up laboratory and field experiments to improve maturity of research results, and create the conditions to promote industrialization of research results. Remarkable achievements have been made in promotion of new technology owing to those effective measures. This paper discusses the problems related to conversion of results and promotion of new technology, such as management of enterprises, quality of staff members and capability of technological application. It is proposed to highlight the position of technological conversion, continue to release preferential policies to encourage technological application and enhance market operation of technological results.
