建立健全教授委员会制度——基于试点院校的探索实践

The Establishment and Improvement of Professors' Council System——An Exploration Based on the Pilot Institutions

大学在根本上是一个学术组织,教授治学是现代大学的基本特征和本质内涵。完善大学内部治理结构,建设中国特色的现代大学制度,其关键是建立健全教授委员会制度,这是实现"教授治学"的制度依据和组织保障。三年来试点院校在建立健全教授委员会制度方面进行了成功探索,取得了一些成效,积累了一定的经验,但一些深层次矛盾和问题亟待破解。试点项目是一项探索性很强的工作,各试点改革需要在已有成效和经验基础上,积极采取新的对策建议,以推动教授委员会制度的进一步完善。

Basically, the university is an academic organization. The basic characteristics and essential connotations of the modern university are the professors＇ management of academic affairs. The key point for the improvement of governance structure within the university and the established of modern university system with Chinese characteristics is to establish a sound system of professor committee, which is to guarantee professors＇ management of academic affairs both in policy and organization. The pilot institutions have had the successful explorations in the establishment of sound system of professor committee, have achieved some successes and accumulated certain experiences in the past three years, in spite of some deep-rooted contradictions and problems that need to be cracked. The pilot programs are not just for experiment, but are to gather experiences and seek solutions to problems, so as to further promote the professor committee system.
