摘要
按照"从上到下"的方法,分析刁口河再次启用的四种定位:备用流路、生态供水、同时行河和分洪通道的流路运用规模;设计了该流路与现状清水沟流路联合运用的6个方案。根据各方案分流口上下游的河道冲淤特性,对黄河下游的反馈,工程投资,生态环境,经济社会的影响等进行综合比选。最后推荐在2030年以后利津流量超过4 000 m3/s时将刁口河作为分洪通道、其余时间使用清水沟流路和工程投资方案。
With the top-level design approach of "Top-down",four functions of the Diaokou River for reservice are analyzed:flow passage standby,ecological water supply,simultaneous river discharge and flood diversion channel,and the service scale of flow passage is determined.Six schemes for combined service of the flow passage and the current Qingshuigou Channel flow passage are designed.Based on the scouring/deposition characteristics of the upper and lower reaches at the diversion mouth in each scheme,feedback effects on the lower reaches of the Yellow River,river discharge cost,effects on ecological environment and economic society,etc.,the following scheme is proposed after comprehensive comparison:after 2030,it is recommended to use Diaokou River as the flood diversion channel when the flow at Lijin Hydrological Station exceeds 4 000 m3/s and to use Qingshuigou Channel as the flow passage at other time.
