摘要
随着"十二五"现代渔业发展战略目标的确定,转变渔业发展方式、提升产业发展质量和水平已成为实现渔业经济健康、可持续发展的迫切要求,建设现代渔业离不开劳动力资源。本文首先分析了我国渔业劳动力资源的供需结构、就业结构以及报酬结构特征,然后剖析了建立健全渔业劳动力市场的必要性以及目前渔业劳动力市场发展的制约因素,在此基础上探讨建立我国统一渔业劳动力市场的路径选择和方案,以期为渔业劳动力市场建设发展提供有益参考。
As the strategic objectives of the modem fishing industry was determined in the "12th Five-Year Plan", they become the urgent requirements of healthy, sustainable development in fishery economics field, the changes of traditional developing strategy and the improvement of quality and standard. This fact indicates that modem fishery cannot make progress without sufficient labor resource. Firstly, this paper analyses supply-demand structure, employment structure, and the payment structure of China's fishery labor resource. On this basis, it dissects the necessary of an established fishery labor resource market and the constraint factor of the current fishery labor resource market development. Finally, it concludes a feasible choose for establishing a unit fishery labor market of our country, in order to provide a useful reference for the developing of fishery labor resource market.
