摘要
中国教育改革已经进入"深水区",社会普遍期待进行体制层面的变革,但仅限于教育领域自身内部的体制变革往往面临重重阻力,教育改革理念的达成需要整体社会治理体制的相应变革。在当前阶段,做为社会资源配置重要手段的户籍制度已经成为导致教育公平问题的焦点所在,现行干部人事制度则在很大程度上制约着教育改革的专业性与民主性诉求,而现行行政管理制度则成为学校教育过度行政化的根本性原因。教育改革的深入推进必须期待着这些社会治理体制改革的更大突破。
China's educational reform has reached into the "deep water". While the public expect a reform at the institutional level, such reform confined to the field of education encounters many difficulties. In order to realize the goal of educational reform, China's social governance system should also be reformed. Currently, the household registration system, an important means of social resource allocation, is a key factor that leads to educational inequity; the cadre and personnel system restrains the appeal for pro- fessionalism and democracy in educational reform; and the public administration system is the fundamental reason for the severely administrative orientation in school education. In order to promote educational re form, there must be a breakthrough in the reform of China's social governance system.
