近年来,服务型政府问题越来越引起政府、学术界和公众的关注。有关服务型政府建设的研究也很繁荣。在国家治理、政府管理创新方面,以公共服务为核心的服务型政府建设正在成为重要的发展方向。政府的服务性是政府的一项基本性质,政府服务本质上是政府服务性的体现;具体辨析了政府服务性的若干主要方面。该问题的研究有助于在理论上进一步厘清政府与服务的关系,有助于政府服务的公共行政和政治地位的进一步确立,也有助于强化政府服务在国家治理体系和治理能力建设、政府创新中的地位和作用。

In recent years, government, academia and the public pay more and more attention to the service-oriented government. The research on service-oriented government is also very prosperous. For state governance and government management innovation, service-oriented government, focusing on public services, is becoming an important direction of development. This paper discusses the basic concept and attribute of government＇ s services and analyzes concretely several key aspects of government＇ s services. It holds that, government＇ s services is the basic attribute of government and demonstrates government services in essence. This study helps to further clarify the theoretical relationship between government and service, to further establish the administrative and political status of government＇ s services and to strengthen the status and role of government＇ s services in state governance systems, governance capacity building and government innovation.
