摘要
基层公务员群体的素质和能力对于政策的有效执行与社会问题的解决都有着重要意义,不仅影响到基层社会的和谐稳定,而且关系到党和政府的群众基础与政府形象。而良好的行政伦理氛围对于基层公务员的伦理行为选择有着重要的影响,这其中领导干部的领导力是关键因素。只有清楚了解伦理领导力的形成机制以及实际状况,才能有效地解决问题。基于此,管理中心转移、提升胜任力、完善伦理行为激励机制以及构筑环境支持系统将有助于培育与提升基层干部伦理领导力。
The quality and ability of grass-roots civil servants are important for the effectiveness of the implementation of the policy and the solution of the social problem. It affects the grassroots social harmony and stability, and concerns the mass base of the Party and gov- ernment and government image. Good administrative ethical atmosphere has great effect on the ethical behavior choice of grass-roots civil servants. Base on the empirical analysis of the cognitive situation of the quality and ability of the leading cadres from the grass-civil servants view, this paper reveals the leadership role in the formation process of organizational atmosphere and sets forth its countermeasures as follows: shifting management center, improving competence of the grass-roots civil servants, changing the incentive mechanism and constructing supporting environment system so as to cultivate the ethical leadership of leading cadres at the grassroots level.
