摘要
本研究将非盈利组织分为三类,并分析了在每一类组织中员工的工作年限与其公共服务动机(PSM)之间的关系。研究发现,在已进行合法注册的非盈利组织中工作时间越长的员工,其PSM水平越高;而在未进行合法注册的非盈利组织中,较长的工作年限反而导致较低的PSM水平;在国际非盈利组织中,这两者的关系并不显著。基于这一分析结果,在非盈利监管过程中,应简化非其注册登记程序,并将非盈利组织纳入政策过程,充分发挥其功能,以便更好地激励非盈利组织员工,实现社会组织与政府部门的良性互动。
Based on a typology of registration status and host countries, this research divided China' s nonprofit organizations into three groups and analyzed the relationship between employees' tenure and levels of PSM. The findings show that, for the employees in the registered organizations, the longer they work in the organization, the higher their PSM levels are; for the unregistered NGOs, the longer tenure leads to lower level of PSM. But for international NGOs, the relationship between tenure and PSM is not statistically significant. Some policy countermeasures can be drawn out from these findings. The government should simplify the two-tier registration process of NGOs and include them into China's policy process to better motivate the employees. With higher PSM, the employers may work harder and the NGOs may play larger role in China's social governance.
