环境规制对中国碳密集型行业出口贸易的影响——基于碳排放视角的污染避难所效应检验 被引量:8

The Impact of Environmental Regulations on China's Exports of Carbon Intensive Industries: A Test of Pollution Haven Effect from the Perspective of Carbon Emission

摘要 在低碳经济背景下,节能减排影响了中国碳密集型行业的出口贸易吗?运用引力模型和2000-2010年面板数据,检验了CO2,排放强度衡量的环境规制对中国碳密集型行业出口贸易的影响。结论如下:中国环境规制对中国碳密集型行业的出口贸易有着明显的负影响,中国存在显著的污染避难所效应。从单个行业看,除石油加工业外,金属冶炼业、机械设备制造业、化学工业、金属制品业、非金属矿物制品业都受到了较大的负面影响。因此,中国应实行适度严格的环境规制,不能轻易对外承诺较大幅度的碳减排责任;而各行业必须立足长远,加强技术创新,提高国际竞争力。 In the background of low carbon economy, does energy saving and emission reducing exert an influence onChina's exports of carbon intensive industries? Using the gravity model and the panel data from 2000-2010, this paperexamines the impact of environmental regulations measured by CO2 emission intensity on China's exports of carbonintensive industries. The conclusions are as follows: Chinese environmental regulations exert a significant negativeinfluence on China's exports of carbon intensive industries, a significant pollution haven effect is found in China. Eachindustry has been influenced greatly by environmental regulations except for petroleum processing industry, metalsmelting industry, machinery and equipment manufacturing, etc.. Therefore, China should implement moderate strictenvironmental regulations, and it cannot easily to promise substantial carbon reduction. The industry must be based on along-term, strengthened technology innovation and improved international competition ability.
