在城市建设日益加快的发展背景下,如何降低污水处理厂、垃圾中转站等邻避设施带来的邻避冲突,寻找邻避问题的化解之道,成为政府、企业、公众普遍关心的重要议题。美国康涅狄格州的水处理设施是以生态补偿和改造的途径来化解邻避冲突的典型案例,文章通过对项目的前期协商、设计理念和改造方法的研究,总结了邻避设施改造的经验和启示,以期为我国同类项目的建设的提供借鉴。

With the accelerating development of the city construction, how to reduce the NIMBY conflict of the NIMBYfacilities and solve the NIMBY problems has become an important issue for the government, enterprise and the public.Connecticut Water Treatment Facility is a representative case of solving the NIMBY conflict in the way of ecologicalcompensation and reconstruction in the US. By the interpretation of the preliminary consultation, design concept andmodification method of Connecticut Water Treatment Facility, this paper summarizes the experience and enlightenmentof the project, hoping to provide reference to the construction of similar projects in China.
