摘要
近年来,随着我国政府绩效和效能建设的理论研究和实践的不断深入,国家也在通过种类繁多的"评比表彰"实现对地方政府绩效和效能的政策或制度激励,强化对政府行为和结果的引导。如何正确看待和认识"评比表彰"活动在地方政府自身建设与发展、地区经济的成长中扮演的角色和作用,这有待深入的探讨和专门性的研究。本文以绩效合法性为视域,针对中央政府及其各职能部门组织的"评比表彰"活动进行相关分析,尝试剖析其存在的制度前提与技术条件,并就其目前所发挥的功能与存在的局限性等问题进行初步探讨。
In recent years, with the in--depth research and practice of government performance and effectiveness construction, our country carried out a great variety of evaluations and awarding to achieve policy or institutional incentives towards local governments' performance and effectiveness, and to strengthen guiding towards the behavior and results of gov- ernments. How to treat and recognize correctly the roles played by evaluations and awarding during the local govern- ments' construction and development as well as the regional economic growth? It calls for in--depth discussions and special studies. From the perspective of legitimacy, this paper mainly analyzes the evaluations and awarding organized by the central government and its departments, dissects their premises and conditions, and makes an abecedarian discussion of their functions and limits.
