摘要在人类社会经济发展的进程中,政府实际扮演的角色及其应该发挥的作用,是社会科学研究中最具有挑战性的问题。发展主义的第一波浪潮强调社会结构性因素的重要作用。随着新国家主义思潮的兴起,政府不再被视为社会力量的工具或者社会互动的平台,而是一种能够影响社会经济发展的独立力量。在新国家主义的背景下,早期的发展型政府理论基于东亚经济奇迹的案例研究,塑造了一种唯理性主义和唯道德主义色彩的政府形象。在各种反对、质疑和挑战声浪的冲击下,发展主义理论自身也在不断发展,出现了各种各样的修正版,修正的焦点在于矫正早期发展型政府理论的"新国家主义"倾向,转而借鉴新制度主义的分析思路,注重分析促使国家与市场、国家与社会良性互动的制度组合。 The role of the government in socioeconomic development, the focus of developmentalism, is a most challenging issue in social sciences. The first wave of developmentalism paid attention to the role of society centered structural factors. Along with the rise of neo statism, the state was no longer seen as a tool of societal forces or a platform for social interactions, but rather an independent variable of socioe conomic development. Against the intellectual background of neo statism, the early developmental state literature worked out a rationalist/moralist image of the bureaucracy based on case studies of East Asian governments. In response to doubts and challenges, a variety of revisions has emerged in the school of developmentalism. The overwhelming neo statist orientation in the early literature of the development state has been moderated, and a new institutionalist approach emphasizing for the collaborative interactions between the state, the market, and society the institutional configuration has been widely adopted.
