摘要 十八届三中全会报告指出,要处理好政府和市场的关系,发展混合所有制经济,推进城市建设管理创新,建立透明规范的城市建设投融资机制,拓宽城市建设融资渠道。典型的城市建设市场化融资方式分为政府代理权融资方式、政府分期付款融资方式、公私伙伴关系融资方式。比较发达国家城市建设融资模式及其发展趋势,对我国创新城市建设融资机制具有启示作用。本报告通过比较分析,针对我国城市建设缺乏稳定的资金来源、资金使用效率不高等问题,提出两点建议:一是结合地方经济的发达程度,提出区分经济落后城市、经济欠发达城市、经济发达城市应采用与之适合的融资方式;二是政府应该把主要精力放在融资环境的营造上,允许私人部门通过特许经营等方式生产并提供产品或服务。 The third plenary session of the eighteenth central committee of CPC claimed that China is strived to balance the relation between government and market, develop mixed-ownership economy, promote urban construction supervising innovation, build up a transparent and formal urban construction financing system and widen the urban construction financing channels. Featured urban construction market financing modes include government proxy finance, government installment finance and public-private partnership finance.The understanding of the modes and development of urban constructions in developed countries will have implications for the innovation of China’s urban construction financing system. By comparative study, the paper has two suggestions to address the problems of stable funds shortage and low efficiency of fund use. The first one is to propose different financing modes based on respective economic status, i.e. developed cities, less developed cities and undeveloped cities. The second suggestion is that the government should focus on the building of a better financing environment and allow private sectors to provide products and services by franchising.
