十八届三中全会的《中共中央关于全面深化改革若干重大问题的决定》对市场与政府的关系做了科学的定位。准确把握决定本意,需要深刻理解市场决定资源配置是市场经济的一般规律。但市场的决定作用,是有其适用范围的。在资源配置中,政府应放权于市场,通过市场机制充分激发经济社会发展的活力,促进我国经济转型升级。同时要更好地发挥政府的作用。政府的作用不仅仅是弥补市场失灵,在整个社会主义建设事业中,还需要有党的领导和政府的主导。只有使市场和政府各司其职又相互促进和配合,才能坚持社会主义市场经济的改革方向,才能既不走老路,又不走邪路,让发展成果更多更公平惠及全体人民,走向共同富裕。
