临沂市低丘缓坡土地开发利用的实践与思考

Practices and Thoughts on Land Development and Utilization in Hilly Slope Area in Linyi City

临沂市创新低丘缓坡土地开发利用和管理模式,通过开展低丘缓坡土地的开发利用试点工作,提高了土地利用效率;增加了农民收入、改善了农业生产条件;有效保护和改善了生态环境。但项目实施过程中存在开发、立项要求高、试点县区少、规模小等问题。低丘缓坡土地开发利用过程中应做到:搞好顶层设计、稳步推进试点工作、开发与保护并重等举措,为其他地区提供借鉴。

New land development,utilization and management model in hilly areas has been created in Linyi city.Through carrying out development and utilization experimental work of land use in hilly slope,land use has been improved effictively,farmers＇ income and agricultural production conditions have been improved,and ecological environment has been protected and improved effectively. But during the process of project implementation,there are still some problems,such as high requirements of development and project establishment,small amount of pilot counties and small scale. During the process of land development and utilization in hilly slope,the following work should be done： doing top-level design well,carrying out experimental work steadily,carrying out development and protection at the same time and provide some references for other regions.
