摘要 高后果区(High Consequence Areas,HCAs)识别是油气管道完整性管理的首要步骤,对高后果分析所需要的数据项进行分析、整理、归类,建立数据模块,可以有针对性地进行数据采集,进而有效完成高后果区识别工作。利用马克思主义哲学思维方法:由个别到一般的思维方法,对国外典型油气管道事故进行调研分析,找出高后果事故一般特征,并对造成高后果原因进行分析,得出管道高后果区影响因素主要是环境因素和人口因素,再结合相关完整性管理规范,对油气管道高后果区识所需数据划分了数据模块,从而明确了高后果区识别的数据准备,节约了分析时间,一定程度地减少了企业识别费用。 High consequence areas (High Consequence Areas, HCAs) identification is the first step of oil and gas pipeline integrity management. After analyzing, organizing and classifying high-consequence analysis data items, a data module is established, which can be helpful for pertinently collecting data, and at last identification of high consequence areas will be completed effectively. First, a large number of domestic and foreign oil and gas pipeline accidents are researched and analyzed to find out characteristics of high-consequence accidents, and the reasons to cause high consequence areas are analyzed, and then it’s pointed out that the main factors affecting high consequence areas are environmental factor and demographic factor. Second,combined with the relevant integrity management practices, the data module is divided, and data preparation for high consequence areas identification can be clear recognized, the analysis time can be shortened, and the identification cost can be reduced to a certain extent.
