浙江省公立中医院综合医改补偿情况调查研究

Investigation and Research of the Compensation Mechanism Situation in Public Traditional Chinese Medicine Hospital Comprehensive Reform in Zhejiang

目的:调查研究浙江省公立中医院综合医改补偿情况,提出完善公立中医院补偿机制对策建议。方法:通过调查对浙江省已实施综合改革公立中医院2010—2013年有关业务、财务等数据进行分析总结。结果:浙江省公立中医院实施医改后新型补偿机制初步形成,但仍存在政策落实未配套补偿不到位、调价补偿率偏低、中医诊疗项目少且医保报销比例低、各地医疗服务收费价格不统一等问题。结论:调整医改措施,完善补偿机制,促进中医院持续健康发展。

Objective： To investigate and research the compensation mechanism situation of puhlic TCM hospital comprehensive reform in Zhejiang Province. Put forward suggestions on countermeasures for improving the public hospital compensation mechanism. Methods： Through the investigation of public hospitals in Zhejiang which had set up comprehensive reform. From 2010 to 2013, the business, financial and other data were analyzed and summarized. Results： The public TCM hospital reform in Zhejiang after the new compensation system was preliminarily formed, but policy implementation did not form a complete set and compensation did not reach the designated position, price of TCM hospital compensation rate was generally lower. TCM diagnosis and treatment projects of health care take up less proportion, charging standards of medical services varied in different places, et al. Conclusion： Adjust the reform measures, improve the compensation mechanism and promote the sustained, rapid and heahhy development of the TCM hospitals.
